Re: Tariff Notice 558 and 558/A – TELUS SmartTouch services

Dear Ms. Duguay:

The Commission received an application from TELUS Communications Company (TCC), dated 25 March 2011, and amended 12 April 2011, under cover of Tariff Notices 558 and 558/A, respectively, in which the company proposed amendments to its General Tariff as an incumbent local exchange carrier in Quebec. Specifically, TCC proposed to modify Section 2.20 – TELUS Québec’s SmartTouch Services, in order to introduce a Call Transfer service.

Commission staff requires further information in order to dispose of this application. Therefore, TCC is asked to answer the attached questions by 5 May 2011.

In its application, TCC cited an anticipated demand of fewer than 10 clients as justification for not performing an economic study in support of the proposed tariff, and indicated that the Call Transfer service would be offered only to multi-line business clients with their own telephone systems. TCC indicated that the business market corresponding to the target market for the service in question is very limited within the TCC territory that is not forborne from regulation.

1. TCC indicated that the service in question is available to its business customers in Alberta and British Columbia in Section 300 of its General Tariff, entitled “Call Transfer” (the “Call Transfer” service).

a) For TCC’s regulated territory in Alberta and British Columbia, please provide the number of current multi-line business clients with their own telephone systems.

b) Please provide the number of current Call Transfer subscribers in Alberta and British Columbia.

2. For TCC’s regulated territory in Quebec, please provide the number of current multi-line business customers with their own telephone systems. Taking this figure into account, please explain how TCC arrived at an anticipated demand of fewer than 10 clients for the Call Transfer service.
