RE: Dryden Municipal Telephone System - Tariff Notice 36
On 30 March 2011, the Commission received an application by Dryden Municipal Telephone System (DMTS), under Tariff Notice 36, in which the company proposed rate increases to residential, business, trunk, and Centrex line services in its General Tariff.
Specifically, DMTS proposed the following:
1. Section 100
a) For item 002T – Single Line Residential, an increase of $1.75 in residential single line service rates (including Touch-Tone service) to reach $22.75, effective 1 June 2011;
b) For item 1002 – Single Line Business, an increase of $5.00 in its business single line service rates (including Touch-Tone service) effective 1 June 2011, and an additional $5.00 increase effective 1 January 2012;
c) Rate increases of $5.00 for the following trunk line services effective 1 June 2011, and additional $5.00 increases effective 1 January 2012:
i. Item 1008 – Trunk Line
ii. Item 1010 – Tie Trunk Line
iii. Item 1881 – Paging Trunk
iv. Item 1036 – D.I.D. Trunk
2. Section 210
Rate increases of $5.00 in the following Centrex line services effective 1 June 2011, and additional $5.00 increases effective 1 January 2012:
i. Item 1042 – Basic Centrex Line
ii. Item 1043 – Enhanced Centrex Line
Commission staff notes the following concerns about this application:
- The tariff notice was filed as a Group B filing, yet was not identified as such in the cover letter. In addition, the cover letter must include, among other things, an
indication of the type of tariff application being submitted, along with appropriate details of the filing and references to pertinent orders or decisions;1 - With respect to DMTS’s proposed $5.00 rate increases in its business and trunk line services effective 1 June 2011 and 1 January 2012, staff notes that
o pursuant to Decision 2001-756,2 Telecom Decision 2006-14,3 and TPR 2009-7884, rate increases to individual rate elements in the second basket may only be proposed once in a 12-month period;
o DMTS’s proposal to increase its business and trunk line rates on 1 January 2012 would take effect 7 months after the company’s proposed rate increases for 1 June 2011, which violates the Commission’s above-noted regulations; and
o DMTS proposed a $5.00 increase to its trunk line service rates, to take effect on 1 June 2011; however, the company’s proposed rate of $38.60 reflects a rate increase of $2.00, not $5.00, over the current rate of $36.60 (revision 7 of tariff page 4).
- With respect to the company’s proposed increase in Centrex rates, staff notes that
o pursuant to Decision 2001-756, the application should reference for which company, when, and where the Commission approved the rate on which the company is basing its proposed rate;
o DMTS did not provide this information.
Staff also notes additional concerns with the company’s proposed tariff page related to section 100 as follows:
- Item 0002 – Single Line Res Rotary (grandfathered), was not identified in the cover letter
o this proposal relates to the destandardization of a tariffed service, which is subject to the rules established in the Appendix to Telecom Decision 2008-22;5

o this proposal should be filed as a separate item and must contain the information outlined in the Appendix to Telecom Decision 2008-22.
- the revision number shown on the proposed tariff page should be Revision 8, instead of Revision 5.
Based on the above, this file is now closed. The Commission will consider new applications under new tariff notices.
