Dear Ms Wood and Ms Hunt:

By letter dated 25 February 2011, the Commission requested additional information in the form of responses to interrogatories that are to be filed by 8 March 2011.

By letter 2 March 2011, the Commission granted a request by Rogers Wireless Partnership (Rogers) to extend the deadline for filing interrogatory responses from
8 March 2011 to 16 March 2011.

On 11 March 2011, Rogers requested an extension to the deadline for filing interrogatory responses from 16 March 2011 to 31 March 2011.  Rogers stated that in trying to determine what is required to implement seamless handoffs including costs and timelines, has proven to be extremely complex.  Rogers stated that this complexity is made worse by the fact that the networks being analyzed will constantly be changing as both carrier’s networks continue to evolve.

On 11 March 2011, Globalive Wireless Management Corp. (WIND) objected to Rogers’ request.  In WIND’s view, this was a further attempt by Rogers to use the regulatory process to delay a proceeding that could result in the removal of a further competitive advantage to new entrants.

In order to consider WIND’s application, it is necessary for the Commission to have a full and complete record.  Accordingly, in the circumstances, Rogers’ request is reasonable.  WIND will be given the same amount of time to file interrogatory responses.

Therefore, Rogers and WIND are to respond to the interrogatories dated
25 February 2011, by 31 March 2011, serving copies on all other parties.

Parties are reminded that where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.
