By letter dated 1 March 2011, Cogeco Cable Inc. (Cogeco) requested an extension until
11 March 2011 for the filing of responses to interrogatories it received on 4 February 2011 from the Commission and 11 February 2011 from the Canadian Network Operations Consortium Inc. and Distributel Communications Limited.

In support of its request, Cogeco submitted that it will not be able to meet the 4 March 2011 deadline because of the volume of information requested, the complexity of the costing issues involved and the need to explain assumptions and source and vintage of numerous data used in the cost studies.

By letter dated 1 March 2011, Rogers Communications, by letters dated 2 March 2011, Quebecor Media Inc., on behalf of its affiliate Videotron G.P., TELUS Communications Company and Saskatchewan Telecommunications, and by letter dated 3 March 2011, Bell Aliant Regional Communications, Limited Partnership and Bell Canada supported Cogeco’s extension request and also advised the Commission that they too will not be able to meet the due date of 4 March 2011 for the filing of their respective interrogatory responses.

In the circumstances, the requested extension is considered reasonable.  Accordingly the remaining process for reviewing the proposed tariffs and costs studies is amended as follows:

The incumbent local exchange carriers (ILECs) and cable carriers are to provide written responses to the interrogatories by 11 March 2011.

Requests by parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out in each case the reasons for disclosure, must be filed with the Commission and served on the respective ILECs and cable carriers by 18 March 2011 using the Microsoft Excel templates provided in the Commission’s letter dated 12 January 2011.

Written responses to requests for further responses to interrogatories and for public disclosure must be filed with the Commission and served on the party or parties making the request by 25 March 2011 using the Microsoft Excel templates provided in Commission’s letter dated 12 January 2011.

Determinations will be issued regarding requests for further information and public disclosure as soon as possible.  Any information to be provided pursuant to such determinations must be filed with the Commission and served on all interested parties by 8 April 2011.

All parties may file written comments with the Commission on any matter within the scope of this proceeding, serving copies on all other parties, by 21 April 2011.

The ILECs and cable carriers may file reply comments with the Commission, serving copies on all other parties, by 3 May 2011.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to mohammed.omar@crtc.gc.ca and richard.page@crtc.gc.ca.
