Re: Follow up to Telecom Regulatory Policy CRTC 2010-632, Wholesale high speed access services proceeding – Request for extension

The Commission is in receipt of a letter, dated 30 January 2011, from the Canadian Network Operations Consortium Inc. (CNOC) requesting an extension to the deadline for interested parties to address interrogatories to the incumbent local exchange carriers (ILECs) and cable carriers regarding their proposed tariffs and costs studies related to the above noted proceeding.  CNOC submitted that it required an extension to the date for filing interrogatories due to the unavailability of resources who have been temporarily diverted to the task of implementing Decision 2011-44, Usage-based billing for Gateway Access Services and third-party Internet access services.

Commission staff finds CNOC’s request to be acceptable.  Accordingly, the remaining process for reviewing the proposed tariffs and costs studies is amended as follows:

Commission staff will address interrogatories to the ILECs and cable carriers regarding their proposed tariffs, cost studies and previous interrogatory responses. Interrogatories will be distributed and served on the respective ILECs and cable carriers by 4 February 2011.

Interested parties may address interrogatories to the ILECs and cable carriers regarding their proposed tariffs, cost studies and previous interrogatory responses. Any such interrogatories must be filed with the Commission and served on the respective ILECs and cable carriers by 11 February 2011.

The ILECs and cable carriers are to provide written responses to the interrogatories by 4 March 2011.

Requests by parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out in each case the reasons for disclosure, must be filed with the Commission and served on the respective ILECs and cable carriers by 11 March 2011 using the Microsoft Excel templates provided in the Commission’s letter dated 12 January 2011.

Written responses to requests for further responses to interrogatories and for public disclosure must be filed with the Commission and served on the party or parties making the request by 18 March 2011 using the Microsoft Excel templates provided in Commission’s letter dated 12 January 2011.

Determinations will be issued regarding requests for further information and public disclosure as soon as possible.  Any information to be provided pursuant to such determinations must be filed with the Commission and served on all interested parties by 1 April 2011.

All parties may file written comments with the Commission on any matter within the scope of this proceeding, serving copies on all other parties, by 15 April 2011.

The ILECs and cable carriers may file reply comments with the Commission, serving copies on all other parties, by 26 April 2011.
