Re: Applications 2011-0942-1 and 2011-0943-9 – Applications by Bell Media to add two rebroadcasting transmitters for the English-language conventional television station CKVR-TV, Barrie, Ontario in Hamilton and Fonthill, Ontario.

Mr. Goldstein,

This letter is with reference to the applications 2011-0942-1 and 2011-0943-9 (the applications) by Bell Media for the addition of two rebroadcasting transmitters of the English-language conventional television station CKVR-TV, Barrie, Ontario in Hamilton and Fort Erie, Ontario.

Upon review of the applications and interventions, answers and replies received in this proceeding, it has been determined that additional information is necessary in order to enable the Commission to issue a decision on the applications.

It is noted that CKVR-TV would be the second conventional over-the-air television station operated by Bell Media to be available in this region and that, unlike metropolitan stations, it would continue to be eligible for the Local Programming Improvement Fund (LPIF). Further, it is noted that CKVR-TV benefits from a $30 Million tangible benefits initiative for the support of local programming (approved by the Commission in Broadcasting Decision CRTC 2011-163, Change in effective control of CTVglobemedia Inc.’s licensed broadcasting subsidiaries). In light of the above, please provide the following information:

  1. In Broadcasting Decision CRTC 2011-163, Change in effective control of CTVglobemedia Inc.’s licensed broadcasting subsidiaries, Bell Media committed to keep the A-Channel stations (now CTV-Two) in operation for at least three broadcast years starting 1 September 2011. In light of the present applications that are now being considered by the Commission, please indicate if Bell Media would commit to keep the CTV-Two stations in operation for a longer period of time;   for example, at least for the duration of their licence terms.
  2. Given that CKVR-TV benefits from a $30 Million tangible benefits initiative for the support of local programming, as well as from LPIF monies, please indicate if Bell Media would commit to broadcast incremental local programming (over and above the LPIF requirement) for CKVR-TV, Barrie and the amount of incremental local programming.

The information requested herein should be received by the Commission no later 3 November 2011.

The applicant must provide a copy of this letter and its response to the Commission to all respondents and interveners that were involved in this process.

Upon reception of Bell Media’s reply to this letter, the Commission will reopen the public record for 5 days in order to allow interested parties to comment on the additions to the public record.

Please note that a copy of this letter will be made available on the public record of the above-mentioned applications on the Commission’s website.
