Dear Mr. Larche,

This is in reference to your application for a technical amendment to the broadcasting licence of the analog radio programming undertaking CICZ-FM Midland, Ontario.

Section 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information, particulars or documents where needed.

Please answer the following questions:

You state in section 6. Financial analysis and considerations of your application that the proposed amendment is necessary for the financial viability of your station as some businesses located in areas not properly covered with the current technical parameters will not advertise with CICZ-FM. However, you also state that the proposed amendment will not result in any change to existing financial projection.

1. Please elaborate on why the proposed technical parameters of CICZ-FM, that would allow the station to better serve businesses in the station’s market, would have no impact on existing financial projections of the station under the current technical parameters. Furthermore, please elaborate on why you do not anticipate any incremental revenues as a result of the significant increase in population within the station’s primary contour. If incremental revenues are anticipated, please provide three years of financial projections (revenues and expenses), with and without approval of the proposed amendment using the following table:

2. In the case that you anticipate an impact on existing financial projections of the station, please provide additional analysis to determine whether the proposed amendment could have a financial impact on other stations operating in the markets of Midland, Penetanguishine, Orillia and Barrie, to which you have indicated your principal marketing activities will be directed.

3. As per section 8 of the technical amendment application form, you must serve notice to persons who might be affected by the application, called respondents. Please fill in the chart below with the required information as stated in the Rules of Practice and Procedure.

The applicant may file a reply to an answer or to the document of an intervener with the Commission within 10 days after the deadline for the filing of the answer or the deadline for intervening in the proceeding, as the case may be, or, if a notice of consultation is posted by the Commission on its website, within the time period set out in the notice.

The information requested herein should be received by the Commission no later than 5 August 2011, failing which, your application may be returned to be completed and resubmitted with the Commission should you wish to pursue this proposal.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.
