The applicant proposes to air programming from categories 8(b) and 8(c) solely as it relates to live music concerts and their performers, such as to promote or showcase the artist or the music of a live music concert airing on the proposed service.
The applicant plans to offer 30% of its programming content in high definition in year one, increasing to 50% by year three.

In Campus and community radio policy, Broadcasting Regulatory Policy CRTC 2010-499, 22 July 2010, the Commission announced that it would remove the distinction between Type A and Type B community stations. In order to do so entirely, the Commission must amend the Radio Regulations, 1986. As such, when the regulations are amended, the type designation will become irrelevant and this station will be a community station.
The new station would operate on frequency 106.9 MHz (channel 295LP) with an average effective radiated power of 50 watts (non-directional antenna with an effective height of antenna above average terrain of 47 metres).
The applicant proposes to broadcast 126 hours of programming per broadcast week, of which 124.5 hours will be local station produced programming. The applicant also proposes a hybrid country music format, targeting an audience of 45 years and above.
The Commission may withdraw this application from the public hearing if it is not advised by the Department of Industry, at least twenty days prior to the hearing, that the application is technically acceptable.

Application by Intercity Broadcasting Network Inc. for a broadcasting licence to operate an English-language commercial specialty FM radio programming undertaking in Toronto.
The new station would operate on frequency 98.7 MHz (channel 254B1) with an average effective radiated power (ERP) of 446 watts (maximum ERP of 1,000 watts with an effective height of antenna above average terrain of 276.8 metres).
The applicant proposes to broadcast a World Beat and Non-Classic Religious Music format with at least 50% of its weekly music drawn from subcategory 33 (World beat and international).
The service will be targeted to the local Caribbean and African communities.
Background
In English-language FM radio station in Toronto, Broadcasting Decision CRTC 2006-135, 10 April 2006 (Broadcasting Decision 2006-135), the Commission approved in part an application by A. Fitzroy Gordon, on behalf of a corporation to be incorporated, for a broadcasting licence to operate an English-language commercial specialty FM radio station in Toronto. The applicant was required to file an application proposing the use of another frequency and technical parameters that would be acceptable to the Commission and the Department of Industry (the Department) for use in the Toronto market.
Despite efforts to identify a frequency and technical parameters that would be acceptable to the Commission and the Department, no application was submitted within the prescribed period and as a consequence the authorization lapsed.
Since then, Mr. Gordon has pursued his efforts to find an acceptable frequency and has recently received permission from the Department to test a proposed signal on 98.7 MHz, which is a 2nd adjacent to the Canadian Broadcasting Corporation station CBLA-FM, which operates on 99.1 MHz.
Following this testing and in reviewing the proposed technical parameters contained in application 2010-1103-0, the Commission has been advised by the Department that the application is technically acceptable.
Intercity Broadcasting Network Inc. has indicated that its application is essentially the same as the application approved by the Commission in Broadcasting Decision 2006-135.
Given that the Department of Industry has indicated that the application is technically acceptable, that the applicant is proposing to offer essentially the same service to the same communities as approved in Broadcasting Decision 2006-135 and that the authorization lapsed despite efforts before and after the lapse to identify a frequency, the Commission has decided not to issue a call and treat this application as part of a non-appearing hearing.

- a second set of signals that provides the programming of the four U.S. commercial networks (CBS, NBC, ABC, FOX) and the non-commercial PBS network (hereafter referred to as the U.S. 4+1 signals).
The distribution on a discretionary basis on the licensee's digital service of a second set of U.S. 4+1 signals and distant Canadian signals is subject to the provision that the licensee adhere to the requirements regarding non-simultaneous program deletion set out in section 43 of the Broadcasting Distribution Regulations. The Commission may suspend the application of this provision, with respect to the signals to be distributed, upon its approval of an executed agreement between the licensee and broadcasters. Such an agreement must deal with issues related to the protection of program rights arising in connection with the discretionary carriage of a second set of U.S. 4+1 signals and distant Canadian signals solely on the licensee’s digital service.
e) The licensee is authorized to distribute, at its option, KVOS-TV (IND) Bellingham and KSTW-TV (IND) Tacoma/Seattle, Washington, as part of its basic service.
f) The licensee is authorized to distribute, at its option, a special programming service consisting of ethnic and multicultural programs. The licensee shall not distribute as part of this special programming service any commercial message other than sponsorship credits combining no more than the logo, name, address, telephone number and type of activity or profession of the sponsor. The sponsorship credits may contain sound and/or visual images, whether moving or fixed. The sponsorship credits shall have no purpose other than to acknowledge, in a concise and direct manner, the sponsor’s contribution and shall at no time constitute a detailed description or promotional device.

The intervention must be received by the Commission and by the applicant on or before the above-mentioned date. The Commission cannot be held responsible for postal delays and will not notify a party whose intervention is received after the deadline date. The intervention will not be considered by the Commission and will not be part of the public file.
The intervention must include one of the following statements in either the first or the last paragraph:
1. I request to appear at the public hearing.
2. I do not want to appear at the public hearing.
Interventions will be considered by the Commission and will form part of the public record of the proceeding without further notification to intervening parties, provided the procedure set out below has been followed. Parties will be contacted only if their submissions raise procedural questions.

The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.
Parties must ensure that, before initiating service through electronic mode, they will be able to satisfy the Commission, upon request, that service of the notification was completed.
Submissions longer than five pages should include a summary.
Each paragraph of the submission should be numbered. In addition, where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.
Interventions should clearly identify the application referred to and indicate whether parties support or oppose the application, or, if they propose changes to it, include the facts and grounds for their proposal.
In the event that the application is brought to the oral phase of the hearing, and if parties wish to appear, they must provide reasons why their written interventions are not sufficient and why an appearance is necessary. Only those parties whose requests to appear have been granted will be contacted by the Commission and invited to appear at the public hearing.
Persons requiring communications support such as assistance listening devices and sign language interpretation are requested to inform the Commission at least twenty (20) days before the commencement of the public hearing so that the necessary arrangements can be made.
