CHIN and its transmitter CHIN-FM-1 Toronto – Technical change

1.      The Commission approves the application by Radio 1540 Limited to change the authorized contours of its transmitter CHIN-FM-1 Toronto by increasing the average effective radiated power (ERP) from 161 to 1,850 watts (maximum ERP from 350 to 5,000 watts with an effective height of antenna above average terrain of 86 metres). The implementation of the new technical parameters is subject to the notification by the Department of Industry (the Department) discussed in paragraph 4. The Commission received interventions in support of this application.

2.    The licensee stated that the technical amendment would improve signal strength and quality and help minimize interference or poor reception issues affecting the communities served by the commercial ethnic station CHIN Toronto and its transmitter CHIN-FM-1.  

3.      The Commission notes the supporting interventions from members of the communities served indicating a poor reception of the signal in certain parts of Toronto and is persuaded that it is appropriate to extend CHIN-FM-1’s contours.

Condition prior to the implementation of the new technical parameters

4.      The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued. Therefore, in the absence of the notification by the Department, the applicant will not be able to implement the new technical parameters approved in this decision.
