RE: CoopTel Tariff Notice 69

On 30 November 2010, the Commission received an application by CoopTel under cover of Tariff Notice 69 proposing changes to its General Tariff in order to introduce Internet Protocol (IP) Relay Service. CoopTel submitted that it was filing the proposed tariff to reflect the Commission’s determinations in Accessibility of telecommunications and broadcasting services, Broadcasting and Telecom Regulatory Policy CRTC 2009-430, 21 July 2009.

CoopTel has requested an effective date of 31 December 2010 pursuant to the Commission’s letter of 25 June 2010 entitled Implementation of Internet Protocol (IP) Relay Services – CRTC determination on TELUS’s Request for Extension.

On 8 December 2010, the Commission received a letter from Bell Aliant Regional Communications, Limited Partnership, Bell Canada, KMTS, NorthernTel, Limited Partnership, and Télébec, Limited Partnership (collectively, the Bell Companies) requesting a further extension to the implementation date of their IP Relay Services. The Bell Companies indicated that they expect that their wholesale customers may require up to 90 days after the Bell Companies’ wholesale services are implemented to provide their IP Relay Services to customers, which is expected to be on 30 January 2011.

Commission staff notes that CoopTel has indicated that it will be using Bell’s IP Relay Service in order to provide IP Relay Service to its customers. Consequently, CoopTel’s application, along with associated subsequent revisions, will not be approved on an interim basis on the 15th calendar day of its receipt. CoopTel is to notify the Commission by 17 December 2010 as to whether or not the company will require an extension to its proposed in service date.
