Dear Mr. Barzakay:

RE: Agreement 1417/00 – Comwave Networks Inc. / Bell Canada – Master Agreement for Local Interconnection

On 10 November 2010, the Commission received an application by Comwave Networks Inc. (Comwave) in which the company requested the Commission's approval of the Master Agreement for Local Interconnection (MALI) between itself and Bell Canada.

In Forbearance with respect to certain inter-carrier agreements filed pursuant to section 29 of the Telecommunications Act, Telecom Decision CRTC 2007-129, 14 December 2007, the Commission determined that MALIs that were identical to Commission-approved models no longer had to be filed for Commission approval. Commission staff notes that Comwave’s MALI is consistent with the model, consequently, this application is closed.

Commission staff reminds Comwave that, as a prospective CLEC, it must provide the name of the parties and the date of execution of any Commission-approved standard form of MALI when it submits its written attestation for registration to the Commission. In addition, Comwave is also required to file with the Commission the Schedule C(s) of MALIs as there is no Commission-approved standard model.

Yours sincerely,
