Re: Bell Aliant Tariff Notice 269 and Bell Canada Tariff Notice 7205 – Proposed unbundled local loop rate increases
On 21 June 2010, the Commission received a letter from Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, the Bell companies) in which the Bell companies provided responses to 69 of the 112 interrogatories received from the Commission, MTS Allstream Inc., Primus Telecommunications Canada Inc., and Rogers Communications Inc. In that letter, the Bell Companies indicated that they would be able to provide responses to the remaining 43 interrogatories by 12 July 2010.
In the circumstances, the requested revised date to provide responses to the remaining interrogatories is considered appropriate. Accordingly, the process timelines to complete the review of Tariff Notices 269 and 7205 are revised as follows:
Requests by parties for further responses to their 28 May 2010 interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out in each case the reasons for disclosure, must be filed with the Commission and served on the Bell companies by 19 July 2010 using the Microsoft Excel templates provided in the Attachment to this letter.
Written responses to requests for further responses to interrogatories and for public disclosure must be filed with the Commission and served on the party or parties making the request by 26 July 2010 using the Microsoft Excel templates provided in the Attachment to this letter. The Commission may address further interrogatories to the Bell companies by the same date.
Determinations will be issued regarding requests for further information and public disclosure as soon as possible. Any information to be provided pursuant to such determinations must be filed with the Commission and served on all interested parties by 12 August 2010. Responses to the Commission's further interrogatories are to be filed with the Commission and served on all interested parties by the same date.
All parties may file written comments with the Commission on any matter within the scope of this tariff application review, serving copies on all other parties, by 27 August 2010.
The Bell companies may file reply comments with the Commission, serving copies on all other parties, by 3 September 2010.
The Commission expects to finalize the unbundled loop rates within 120 days of the close of record.
Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to thomas.hui@crtc.gc.ca
Parties may file their submissions electronically or on paper. Submissions longer than five pages should include a summary.
Electronic submissions should be in HTML format. As an alternative, those making submissions may use Microsoft Word for text and Microsoft Excel for spreadsheets.
Each paragraph of all submissions should be numbered. In addition, the line ***End of document*** should be entered following the last paragraph. This will help the Commission verify that the document has not been damaged during electronic transmission.
