Re: Telecom Notice of Consultation CRTC 2010-43 – Obligation to serve and other matters (NoC 2010-43) - Request to modify hearing and videoconference locations
The Commission is in receipt of a letter dated 6 April 2010 from the Government of the Northwest Territories (GNWT) requesting changes to the hearing and videoconference locations set out in NoC 2010-43. Specifically, the GNWT proposed that the Commission hold a series of regional consultations in all parts of Canada, including the Northwest Territories. The GNWT also proposed that at a minimum the Commission should expand the list of videoconference links to the central hearing to include at least one location in each province and territory.
In NoC 2010-43-1, the Commission set out the procedures for participating at the oral hearing to be held in Timmins and Gatineau. The Commission also announced that parties who could not attend the oral hearing in person may participate from the Commission's regional offices via videoconferencing.
After careful consideration of the GNWT’s submission, Commission staff considers that it would be appropriate to expand the list of locations for the videoconference links to the oral hearing. Given the nature of the issues being examined in this proceeding, the Commission is prepared to provide a videoconference link in a territory or province in which the Commission does not have a regional office should it receive such a request from a party.
The additional videoconference links will allow for adequate participation from parties who will not be able to personally attend the oral hearing in Timmins or Gatineau, or participate from one of the Commission’s regional offices. Accordingly, Commission staff considers that regional consultations across Canada are not required.
