RE: Bell Aliant Tariff Notice 369
Dear Sir:
The Commission received an application by Bell Aliant Regional Communications, Limited Partnership (Bell Aliant or the company), dated 25 February 2010, in which it proposed revisions to the former Island Telecom Inc. General Tariff Item 698 – Centrex Business Service, in order to introduce rate ranges for Centrex Business Service in Prince Edward Island.
In its application, Bell Aliant certified that the proposed minimum rates satisfy the price floor test requirements. In addition, the company certified that the tariff application is a Group A tariff application and proposed an effective date of 25 February 2010.
Commission staff notes that the price floor test provided in the company’s previous Tariff Notice 290, dated 18 March 2008, shows a higher cost than reflected in the proposed minimum rates in the present application.
Accordingly, this application does not meet the requirements of a Group A filing.
In view of the revisions to the company’s economic studies manual approved in Regulatory Economic Studies Manuals – Follow-up proceeding to Telecom Decision 2008-14, Telecom Order CRTC 2008-237, 25 August 2008, the company is requested to provide an updated cost study in support of Tariff Notice 369.
Accordingly, implementation of Tariff Notice 369 should be suspended effective immediately. The Commission intends to dispose of the company’s application after it has reviewed the requested cost study.
