Emailed to Parties of Notice of Consultation 2009-432
On 23 February 2010, the Commission received a letter filed by Bragg Communications Inc., the Canadian Cable Systems Alliance, Cogeco Cable Inc., Rogers Communications Inc., Shaw Communications Inc. and Quebecor media Inc., on behalf of its affiliate Vidéotron Ltd. (collectively, the Cable Carriers) requesting that the Commission, among other things, direct the Incumbent Local Exchange Carriers (ILECs) to refile cost studies that are consistent with the methodology (95-13 methodology) specified in Telecom Decision CRTC 95-13 (Decision 95-13) by correcting the departures from that methodology in the ILECs’ Revised Cost Studies.
By letters dated 25 February 2010, Teksavvy Solutions Inc. supported the cable carriers’ requests while TELUS Communications Company (TELUS) opposed them. TELUS submitted that all of the issues raised by the cable carriers can be accommodated in the upcoming interrogatory process provided for by Telecom Notice of Consultation CRTC 2009-432 (the Notice).
Commission staff notes that in the Notice, the Commission found that support structure rates would be reviewed using the pricing approach specified in Decision 95-13 and based on updated costs that companies were required to submit. Further, in Telecom Order CRTC 2009-731, the Commission required the ILECs to provide cost information consistent with the 95-13 methodology as required by the Notice, to the extent set out in that Order.
Commission staff intends to issue interrogatories to the ILECs on 1 March 2010 that request, among other things, cost information that the Commission requires to review support structure rates in accordance with the 95-13 methodology.
The deadline for parties’ interrogatories is suspended. Further process, including the revised date for parties’ interrogatories, will be established following the filing of the ILECs’ responses to Commission staff interrogatories, due 17 March 2010.
