Subject: Follow-up to Use of deferral accounts to improve access to telecommunications services for persons with disabilities and to expand broadband services to rural and remote communities, Telecom Decision CRTC 2008-1 (Telecom Decision 2008-1)
Dear Madams, Sirs:
In a letter, dated 28 January 2010, the Commission initiated a further process with regard to submissions made with respect to the remaining follow-up processes related to Telecom Decision 2008-1. In this letter, the Commission is modifying the deadlines associated with this process to accommodate additional undertakings to be filed to complete the record with respect to this file.
The Commission has received submissions, dated 15 and 29 January 2010, from Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, the Bell companies), MTS Allstream Inc. (MTS Allstream), and TELUS Communications Company (TCC). These submissions address these companies’ proposed broadband expansion plans, competitor services, and rebate plans.
Submissions were also received from Axia SuperNet Ltd., dated 20 January 2010, related to the 15 January 2010 submission of TCC, and from Globalive Wireless Management Corp., dated 21 January 2010, with respect to the Bell companies’ 15 January 2010 submission. As well, a submission was received from Quebecor Media Inc. on behalf of Videotron Ltd., dated 15 February 2010, with respect to the 29 January 2010 submissions of the Bell companies and MTS Allstream.
By letters issued 28 January 2010, the Commission also addressed certain interrogatories to the Bell companies and TCC.
The Bell companies are scheduled to submit, on 26 February 2010, further information with respect to their roll-out plans and proposed backbone access service. The Bell companies have also proposed to file, on 15 March 2010, further information with respect to their proposed rebate program.
Revised Process
In light of the foregoing, the follow-up process is amended as follows:

| 26 February 2010 | The Bell companies to submit detailed roll-out plans, revised cost studies, and deferral account drawdown estimates as well as tariffs for the proposed backbone access service. |
| 15 March 2010 | The Bell Companies to submit an updated consumer rebate proposal, including the estimate of the amount of deferral account funds that will be addressed by their program. |
| 16 April 2010 | All parties may file comments with respect to the submissions of all other parties. |
| 26 April 2010 | All parties may file reply comments. |
Should further interrogatories be addressed to the Bell companies, MTS Allstream, or TCC, the deadlines for response to such interrogatories will be identified in the correspondence accompanying the interrogatories.
Submissions and comments are to be filed with the Commission, serving copies on all other parties to the proceeding, including the parties listed in the attached distribution list. Submissions must be received, not merely sent, by the dates noted above.
