RE:  Registration of Quadro Communications Co-Operative Inc. as a Proposed CLEC

Dear Dave Baxter,

This letter is in response to your Proposed Competitive Local Exchange Carrier (CLEC) application dated 2 October 2009, in which Quadro Communications Co-Operative Inc. expressed its intent to establish itself as a Type 1 CLEC in the exchanges of Dublin, Mitchell, St. Marys and Lucan, ON and Stratford, QC, in Bell Aliant territory.

Quadro Communications Co-Operative Inc. has provided information that satisfies the initial requirements imposed on Proposed CLECs in Telecom Decision CRTC 97-8, Local Competition, and as identified in paragraph 344 of Telecom Decision CRTC 2005-28, Regulatory Framework for Voice Communications Using Internet Protocol. As such, Commission staff considers that Quadro Communications Co-Operative Inc.has completed the Pre-Entry CLEC requirements and obligations and will be placed on the CRTC website on the Proposed CLEC list. The Proposed CLEC list is available at the following link: http://support.crtc.gc.ca/tlcmlsts/default.aspx?indx=40&lang=e.

Quadro Communications Co-Operative Inc. may now proceed with further arrangements as necessary to allow it to provide local switched services. However, Quadro Communications Co-Operative Inc. is reminded that it may not offer services to the public as a CLEC until all the conditions of Decision 97-8 and any subsequent relevant Decisions have been satisfied.

The table of CLEC obligations that accompanies this letter is an unofficial document which is intended as a convenience only, not to be relied upon as an official version of Decision 97-8. Also, please note that this table is being reviewed and some variations might occur. This will be reviewed with you as you proceed with your submissions.

Quadro Communications Co-Operative Inc. may be subject to further obligations that the Commission may impose on CLECs from time to time.
