Re: Call for comments - Review of the large incumbent local exchange carriers’ support structure service rates, Telecom Notice of Consultation CRTC 2009-432, 21 July 2009

Dear Madam and Sirs:

The Commission recently received letters from Commission scolaire des Chênes, Commission scolaire des Grandes-Seigneuries, Commission scolaire de la Moyenne-Côte-Nord, Commission scolaire du Pays-des-Bleuets, and the Fédération Québecoise des Municipalités in which these organizations expressed concerns regarding Incumbent Local Exchange Carriers’ (ILEC) proposed support structure rate changes filed under the above-noted proceeding.

A public proceeding to deal with the proposed changes to ILEC support structure rates was initiated by the Commission last year and is currently underway. More information regarding this proceeding is available on the Commission’s website at www.crtc.gc.ca under Telecom Notice of Consultation CRTC 2009-432, 21 July 2009.

To ensure fairness to all involved, there is a requirement that any party wishing to make comments with respect to the subject matter of a particular proceeding must first register with the Commission as an interested party to that proceeding. I note that the organizations identified above have not yet registered as interested parties to this proceeding, but may wish to do so via the Commission’s website. Once registered, the organizations may file their submissions in accordance with the applicable procedures, which include serving a copy on all other interested parties to the proceeding. A list of interested parties is attached to this letter.

I have also provided a copy of Commission staff’s 15 January 2010 letter which sets out the revised deadlines for this proceeding.
