Re: Operational restructuring of the CAB and status of its regulatory activities
Dear Mr. Hildebrand:
This is with respect to your letter of 27 April 2010, in which you inform the Commission that the Canadian Association of Broadcasters (CAB) will maintain a number of its regulatory activities.
In particular, it is noted that the CAB will continue to:
i. administer four funds (Starmaker/FondRadiostar, Small market local programming improvement, Canadian distant signals, and US 4+1 duplicate signals);
ii. administer the Canadian Broadcast Standards Council’s financial information; and
iii. appoint private broadcasters to the boards of MusicAction, Fond Radiostar, Starmaker and Local Programming Improvement Fund.
The CAB will also file a final cultural diversity report on 31 May 2010, contract out its closed captioning working group activities to a third party and have its members coordinate their activities with respect to the described video working group.
The Commission appreciates being informed of the CAB’s commitments in these areas and would request that it provide the Commission with at least six months notice should it intend to cease carrying-out any of the above activities.
