Application 2010-1436-5
Application by Crossroads Television System to amend the broadcasting licences for the conventional television programming undertakings CITS-TV Hamilton/Toronto, CITS-TV-1 Ottawa and CITS-TV-2 London by adding post-transitional digital transmitters to serve the areas of Hamilton/Toronto, Ottawa and London.
The CITS-TV transmitter would operate on channel 36 with an average effective radiated power (ERP) of 9,500 watts (maximum ERP of 20,000 watts with an effective height of antenna above average terrain (EHAAT) of 335 metres). The CITS-TV-1 transmitter would operate on channel 42 with an ERP of 18,500 watts (maximum ERP of 37,000 watts with an EHAAT of 203 metres). The CITS-TV-2 transmitter would operate on channel 14 with an ERP of 2,300 watts (maximum ERP of 4,000 watts with an EHAAT of 266 metres).
The Commission notes that this application is in compliance with Notice No. SMBR‑006-08 – Publication of the Digital Television (DTV) Post-Transition Allotment Plan of the Department of Industry.
The Commission also notes that this amendment would have an impact on viewership present within the regional service areas. For CITS-TV, the population would remain unchanged. For CITS-TV-1, the population would increase from 812,135 to 892,069 (an increase of 9.84%). For CITS-TV-2, the population would increase from 352,395 to 475,326 (an increase of 34.8%).
Furthermore, upon approval of this amendment and at the licensee’s request, the Commission would be revoking the broadcasting licence for the transitional digital television programming undertaking CITS-DT and folding the authority to operate its transitional digital transmitter in Hamilton into the licence of the conventional television programming undertaking CITS-TV as of the date of the decision regarding this application.

The Commission advises those who file and serve by electronic mode to exercise caution when using e‑mail for service of documents or notification, as it may be difficult to establish that service has occurred.
Parties must ensure that, before initiating service through electronic mode, they will be able to satisfy the Commission, upon request, that service of the notification was completed.
Submissions longer than five pages should include a summary.

In addition, where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.
