The licensee proposes to add a new digital transmitter to serve the Québec area.
The licensee currently operates a transitional DTV transmitter on channel 12 with an average effective radiated power (ERP) of 1,020 watts (maximum ERP of 2,450 watts with an effective height of antenna above average terrain of 500.1 metres). The licensee proposes to continue the operation of this transmitter at its current operating parameters after 31 August 2011.
The Commission notes that this application is in compliance with Notice No. SMBR-006-08 – Publication of the Digital Television (DTV) Post-Transition Allotment Plan of the Department of Industry.
The Commission also notes that this application would have an impact on the population within the regional service area. The population would decrease by 10% (from 1,015,928 to 919,832).
Furthermore, upon approval of this amendment and at the licensee’s request, the Commission would be revoking the broadcasting licence for the transitional digital television programming undertaking CBVT-DT as of the date of the decision regarding this application.

Application by the Canadian Broadcasting Corporation to amend the broadcasting licence for the English-language conventional television programming undertaking CBOT-TV Ottawa.
The licensee proposes to add a new digital transmitter to serve the Ottawa area.
The licensee currently operates a transitional DTV transmitter on channel 25 with an average effective radiated power (ERP) of 90,700 watts (maximum ERP of 165,000 watts with an effective height of antenna above average terrain of 332.9 metres). The licensee proposes to continue the operation of this transmitter at its current operating parameters after 31 August 2011.
The Commission notes that this application is in compliance with Notice No. SMBR-006-08 – Publication of the Digital Television (DTV) Post-Transition Allotment Plan of the Department of Industry.
The Commission also notes that this application would have an impact on the population within the regional service area. The population would decrease by 15% (from 1,566,150 to 1,330,617).
Furthermore, upon approval of this application and at the licensee’s request, the Commission would be revoking the broadcasting licence for the transitional digital television programming undertaking CBOT-DT as of the date of the decision regarding this application.

The Commission notes that this application is not in compliance with Notice No. SMBR-006-08 – Publication of the Digital Television (DTV) Post-Transition Allotment Plan of the Department of Industry. The licensee is proposing to use channel 42 instead of their allotted channel (channel 11).
The Commission also notes that the application would have an impact on the population within the regional service area. The population would decrease by 6.35% (from 1,161,826 to 1,088,022).

The intervention must be received by the Commission and by the applicant on or before the above-mentioned date. The Commission cannot be held responsible for postal delays and will not notify a party whose intervention is received after the deadline date. The intervention will not be considered by the Commission and will not be part of the public file.
Interventions will be considered by the Commission and will form part of the public record of the proceeding without further notification to intervening parties, provided the procedure set out below has been followed. Parties will be contacted only if their submissions raise procedural questions.

A true copy must be sent to the applicant, and proof that this has been done must accompany the intervention sent to the Commission.
The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.
Parties must ensure that, before initiating service through electronic mode, they will be able to satisfy the Commission, upon request, that service of the notification was completed.
Submissions longer than five pages should include a summary.
Each paragraph of the submission should be numbered. In addition, where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.
Interventions should clearly identify the application referred to and indicate whether parties support or oppose the application, or, if they propose changes to it, include the facts and grounds for their proposal.
