1. | On 22 December 2009, the Commission received an application by MTS Allstream Inc. (MTS Allstream), in which the company proposed, pursuant to Telecom Decision 2009-199, to implement a $0.21 per month per network access service rate adjustment (surcharge) to the rates for (1) individual line residential primary exchange service (PES) in high cost serving area rate bands and (2) business PES in all rate bands. |
2. | MTS Allstream also requested that the Commission ratify the rates proposed in its application, from 1 November 2009 to the effective date of the proposed tariff pages. |
3. | The Commission considers that the proposed revisions are consistent with Telecom Decision 2009-199, as well as the rate element constraints for the affected service baskets set out in Telecom Decision 2007-27. |
4. | Accordingly, the Commission approves on an interim basis MTS Allstream's proposal to introduce a surcharge to its rates for individual line PES and business PES, effective the date of this order. The Commission will address the ratification request and any other issues related to the application, if necessary, in a subsequent order. |
