CIRR-FM Toronto Technical change

1.         The Commission approves the application by Dufferin Communications Inc. to change the authorized contours of the radio programming undertaking CIRR-FM Toronto by relocating the transmitter and increasing the average effective radiated power (ERP) from 50 to 128 watts (maximum ERP from 50 to 250 watts with an effective height of antenna above average terrain from 131.5 to 156 metres). The implementation is subject to the notification by the Department of Industry (the Department) discussed in paragraph 3. The Commission received interventions in support of the application.

The Commission notes that there will be an increase in the population served within both the 3mV/m (22.7%) and 0.5mV/m (7.9%) contours. The licensee stated that the technical change was necessary to provide a better signal and better reception to the station’s targeted audience, Toronto’s lesbian, gay, bisexual and transgender community, since the current signal is not adequately received in the buildings in the area served. The licensee also indicated that the proposed technical amendments could potentially assist the station in achieving its original sales targets.

3.         The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued. Therefore, in the absence of the notification by the Department, the applicant will not be able to implement the new technical parameters approved in this decision.
