Re: Application concerning Deflation Impacts on Price Cap Mechanics
On 17 November 2009, the Commission received an application by Bell Aliant Regional Communications, Limited Partnership, Bell Canada and Télébec, Limited Partnership (Bell Canada et al.), pursuant to Part VII of the CRTC Telecommunications Rules of Procedure. In their application Bell Canada et al. requested that the Commission confirm that in the event the inflation measure used for price cap purposes is negative for the 2010 price cap year, then the value of this factor should be set to zero for purposes of, among other things updating the price cap parameters.
As the issue being raised in the application has national relevance, the process is being broadened to include all those impacted by the outcome and is set out as follows:
1. The large Incumbent Local Exchange Carriers (ILECs), the small lLECs and the Competitive Local Exchange Carriers are made parties to this proceeding;
2. The parties are required to provide their submissions addressing the issues raised by Bell Canada et al.’s application by 15 December 2009;
3. The above noted parties and all other interested parties will have until 7January 2010 to provide comments on submissions by parties, and;
4. Reply comments are to be submitted to the Commission by 14 January 2010.
Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.
