RE: Government regulatory recovery fee on wireless bills

Dear Ms. Hunt,

On 25 September 2009, Commission staff issued a letter to Rogers Communications Inc. (RCI) seeking information regarding the “government regulatory recovery fee” (the Fee) which had been announced by RCI as a replacement for the system access fee for its new wireless customers.

RCI filed its response in confidence with the Commission in a letter dated 5 October 2009 and, following a request made by the Public Interest Advocacy Centre in a letter dated 9 October 2009, subsequently filed an abridged version of its response for the public record on 20 October 2009.

Commission staff has reviewed RCI’s responses and does not intend to conduct a public process on this matter at this time.  However, to the extent that it has not already done so, RCI is to ensure that a definition of the Fee appears on customers’ invoices and that it be made clear on the invoices that the Fee is not government-imposed.

Commission staff appreciates RCI’s cooperation in this matter.
