Re: Follow-up to Policy 2009-34 – Line-Sharing Service
Dear Madam and Sirs:
In Telecom Regulatory Policy CRTC 2009-34 (Regulatory Policy 2009-34) the Commission, amongst other matters, confirmed that the wholesale central-office-based (CO) line-sharing service (Line-Sharing service) provided by the incumbent local exchange carriers (ILECs) would continue to be classified as conditional essential, consistent with Telecom Decision CRTC 2008-17.
Following the release of Regulatory Policy 2009-34, and further to Commission staff letters dated 20 February 2009 and 22 May 2009, the ILECs filed for Commission approval revised tariff pages for their respective Line-Sharing service.
In reviewing the economic studies filed by the ILECs in support of their respective Line-Sharing service tariff proposals, Commission staff notes that certain ILECs’ proposed cost estimates and associated rates for their Line-Sharing service vary depending on the competitor demand for the Line-Sharing service.
In this regard, Commission staff notes that the wholesale CO-based asymmetric digital subscriber line (ADSL) access services under consideration in Telecom Notice of Consultation CRTC 2009-261 (NoC 2009-261) can be used as a substitute for the ILECs’ Line-Sharing service. Commission staff further considers that the Commission’s determinations at the end of the NoC 2009-261 proceeding could potentially impact the demand, costs, and thus the rates for the Line-Sharing service proposed by certain ILECs.
In light of the above, Commission staff considers it appropriate to suspend the Line-Sharing service proceeding pending the Commission’s determinations in NoC 2009-261. Staff will issue a further process letter, if required, with regard to the ILECs’ Line-Sharing service tariff proposals, once the Commission issues its Decision on NoC 2009-261.
