RE: Government regulatory recovery fee on wireless bills

Dear Ms. Hunt,

Rogers Communications Inc. (RCI) recently announced that, as of 5 October 2009, it would be replacing the system access fee that was being charged to its new wireless customers with a “government regulatory recovery fee” (the fee) of between $2.50 and $3.50, depending on the province.

With this fee being defined as a means to recover expenses related to government regulations, RCI is to file with the Commission:

1) a detailed cost breakdown, with supporting calculations, which describes how RCI arrived at the fee amount, including the specific government regulatory measures that are meant to be recovered from the fee;

2) the fee amount it plans to charge to customers, by province;

3) the reasoning behind the differences in the fee amounts between provinces; and

4) the reasoning behind charging the fee only to new customers and not to existing customers.

RCI is to submit its response to the Commission no later than 2 October 2009.  Where a document is to be filed or served by a specific date, the document must be actually received, and not merely sent, by that date.
