RE: Bell Canada Tariff Notice 7191 and Bell Aliant Tariff Notice 253 – Calling Features, Voice Activated Dialing


On 26 July 2009, the Commission received comments from the Neil Squire Society (Neil Squire) on the above tariff notices. Neil Squire submitted that individuals that would benefit the most from the Voice Activated Dialing (VAD) service are also the least able to afford to subscribe to the service as price remains a major barrier to individuals with disabilities and especially individuals with intermediate to severe mobility impairments.


On 1st September 2009, Bell Canada and Bell Aliant Regional Communications, Limited Partnership (the companies) submitted a reply comment. The companies did not address the issue of price raised by Neil Squire.


Commission staff therefore requests that the companies identify what percentage of demand figures provided in the cost study represents persons with disabilities. Commission staff further requests that the companies comment on the appropriateness of offering a 50% discount off of the monthly rate for VAD to persons with disabilities.


The companies are requested to provide responses to these questions by 18 September 2009.
