Subject: Call for comments - Review of the large incumbent local exchange carriers’ support structure service rates, Telecom Notice of Consultation CRTC 2009-432, 21 July 2009 - Request for disclosure of costing information

Dear Madams and Sirs:

Pursuant to the letter dated 17 August 2009, Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), Bell Canada, and Télébec, Société en commandite (Télébec) (collectively, the Companies), MTS Allsteam Inc. (MTS Allstream) and TELUS Communications Company (TCC) are to disclose certain costing information that they filed in confidence and is being considered in the proceeding initiated by Call for comments - Review of the large incumbent local exchange carriers’ support structure service rates, Telecom Notice of Consultation CRTC 2009-432, 21 July 2009.

In addition to the information to be disclosed, as identified in the annex 1 to the 17 August 2009 letter, for the same reasons set out in that letter, Bell Aliant, Bell Canada, MTS Allstream, and Télébec are to file with the Commission additional costing information as set out in the annex to this letter by 28 August 2009, and serve a copy on all interested parties by the same date. The above material must be received, not merely sent, by this date.

MTS Allstream may, by 25 August 2008, show cause why it should not disclose the information identified in the annex to this letter. Commission staff notes that in order to show cause, MTS Allstream must be able to demonstrate that the circumstances in its case are substantially different as to justify retaining the information in confidence despite disclosure of such information by the Companies and TCC.

Alternatively, MTS Allstream may, by 28 August 2009, file with the Commission, and serve on all interested parties, the information identified in the annex. The material must be received, not merely sent, by this date.
