RE: Follow-up to Notice of Consultation CRTC 2009-194 – Call for Comments - Nomadic VoIP E9-1-1 service

 

In a letter dated 1 May 2009, Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, Bell) requested the Commission postpone the deadlines associated with Notice of Consultation CRTC 2009-194 – Call for Comments Nomadic VoIP E9-1-1 service, 15 April 2009 (TNC 2009-194).   Subsequently, the Commission received letters from MTS Allstream Inc. (MTS Allstream), Saskatchewan Telecommunications (SaskTel) Cogeco Cable Inc. (Cogeco) and Rogers Communications Inc (Rogers) supporting Bell 's extension request.

 

Among other things, TNC 2009-194 directed ILECs, CLECs, cable companies and other parties to describe architectures and processes and develop cost studies relating to the proposed Nomadic VoIP E9-1-1 service.   Bell , MTS Allstream, SaskTel, Cogeco and Rogers requested that the original filing date of the above material be postpone d from 15 June 2009 to 7 August 2009, and that all other dates in the TNC 2009-194 proceeding be modified accordingly.

 

Bell, MTS Allstream, SaskTel, Cogeco and Rogers argued that TNC 2009-194 draws on the same resources currently working to fulfill the requirements to implement Wireless Phase II E9-1-1 service, as determined by the Commission in Telecom Regulatory Policy CRTC 2009-40, Implementation of wireless Phase II E911 service (TRP 2009-40).   As a result, the deadlines in TNC 2009-194 make it difficult to complete the implementation of the mandated enhancements to the wireless E9-1-1 service on time.   Rogers stated that it is eager to proceed with the implementation of wireless Phase II E911 service and submitted that resources should first be devoted to completing this activity which was initiated prior to the release of TNC 2009-194.

 

Commission staff notes that the wireless Phase II E9-1-1 service mandated in TRP 2009-40 provides enhancements to the existing service that offer substantial public safety improvements. These improvements will enable emergency service personnel to respond more quickly and effectively to many emergency situations.

In light of the above, Commission staff considers that Bell 's extension request is reasonable.   As such, Commission staff approves the request for an extension of the filing date of the material requested in TNC 2009-194 to 7 August 2009, and that all other dates in TNC 2009-194 be revised accordingly.

 

The revised dates for TNC 2009-194 can be found in the Appendix attached to this letter.
