RE:   Tariff Notices 7189 and 7189A – Rate Schedule for Primary Exchange (Local) Service – 2009 Annual Price Cap

On 3 April 2009, the Commission received an application by Bell Canada, under cover of Tariff Notice (TN) 7189, in which the company proposed a number of rate increases to its Business local services and its Pay Telephone Basic Access Line Service. The company identified TN 7189 as a Group A filing pursuant to Approval mechanisms for retail and CLEC tariffs, Telecom Decision 2008-74, 21 August 2008.

On 9 April 2009, Commission staff issued a letter to Bell Canada informing the company that it would process the application as a Group B filing. Commission staff also issued interrogatories and requested Bell Canada to file its responses by 20 April 2009.

On 20 April 2009, Bell Canada provided its responses to the questions and amended its application. It identified TN 7189A as a Group B filing.

As TN 7189A raises issues related to the company's Pay Telephone Basic Access Line Service rates in forborne exchanges, the company's application will not be approved on an interim basis on the 15th calendar day after it was received. The Commission intends to dispose of this application prior to the end of May 2009.

Yours sincerely,
