Dear Mr. Romaniuk:

Re:    TCBC Tariff Notice 4319

On 27 March 2009, the Commission received an application by TELUS Communications Company (TCC), filed under cover of Tariff Notice 4319 in which the company proposed revisions to List of Rate Centers and Exchanges for Message Toll Service – British Columbia in order to delete the Vertical and Horizontal Co-ordinates for certain locations that are no longer in service.

In its application, TCC indicated and certified that the Tariff Notice was a Group A filing, as defined in Approval mechanisms for retail and CLEC tariffs , Telecom Decision 2008-74, 21 August 2008. In addition TCC, proposed an effective date of 1 April 2009.

This application does not meet the definition of Group A filings as indicated in Appendix 1 of Decision 2008-74.   In particular, it does not meet part (b) of the definitions of Group A filings, which list specific housekeeping changes to existing tariffs for retail services.

For purposes of efficiency, the Commission will process this application as a Group B filing rather than close the file and require the company to refile it as a new application. The company is to issue revised tariff pages with an effective date no earlier than 11 April 2009, which is 15 days from the date its application was received. At the same time, the company is not to implement these tariff revisions until then.

Yours sincerely,
