Re: 800/888 Carrier Identification Service Cost Studies
By letter dated 26 August 2008, the Commission directed the ILECs to submit revised cost studies for certain wholesale services including the 800/888 Carrier Identification service, in accordance with their revised Phase II cost methodology manuals.
On 27 October 2008, the Commission received cost submissions associated with the 800/888 Carrier Identification service from each ILEC pursuant to this directive.
The Commission further received comments dated 17 November 2008 from MTS Allstream, Primus Telecommunications Canada Inc. and Rogers Communications Inc. and reply comments from Telus Communications Company (TCC) and MTS Allstream Inc. on 27 November and 1 December 2008 respectively. Bell Canada, Saskatchewan Telecommunications (Sasktel) and Bell Aliant Regional Communications Limited Partnership (Bell Aliant) jointly filed reply comments on 1 December 2008.
On 9 January 2009 the Commission sent interrogatories to the ILECs and received responses on 11 February 2009.
Attached are further interrogatories related to these applications. Commission staff considers that the information sought in these supplemental interrogatories is required for disposing of these applications. Responses to these interrogatories are to be filed with the Commission and served on the parties listed on the distribution list, by 3 April 2009.
In light of the above, Commission staff sets out the following further process for all interested parties.
Parties may file comments by 10 April 2009 with a copy to all parties. The ILECs may file reply comments by 17 April 2009 with a copy to all other parties. Comments should only pertain to the additional information provided in the interrogatory responses as all parties have already been given the opportunity to file comments on the submitted cost studies. All submissions are to be received and not merely sent by the dates specified.
