Dear Mr. Mercia, Mr. Abbott, and Ms. Song:

Re: Cybersurf application for relief against Bell Canada regarding certain billing practices and disconnection – Request for an extension of time to submit responses

On 16 February 2009, the Commission received an email from Bell Canada requesting that the deadlines for the submission of information associated with the above-noted dispute be further extended from 24 February 2009 to 27 February 2009. Bell Canada indicated that the time extension was required due to the voluminous and historical nature of the information requested and the unavailability of a key participant within Bell Canada with respect to this file.

In the circumstances, the requested 3-day extension is considered reasonable. Accordingly, the deadlines set out in the Commission letters dated 29 January 2009, as amended by the letters dated 13 February 2009 and 16 February 2009 are revised as follows:

On 27 February 2009,

a) Cybersurf is to file a response to interrogatory 2 of the Commission’s 29 January 2009 letter; additionally, Cybersurf is to file responses to the interrogatories posed in Attachment 1 of the Commission staff letter dated 13 February 2009, and

b) Bell Canada is to file a response to the interrogatories posed in Attachment 2 of the Commission staff letter dated 13 February 2009.

On 6 March 2009, Bell Canada is to file a response to interrogatory 3 of the Commission’s letter dated 29 January 2009.

Documents to be filed and served in accordance with the above process are to be received, not merely sent, by the dates indicated. Copies of the documents should also be sent to the following email addresses:  rachelle.frenette@crtc.gc.ca  and nat.natraj@crtc.gc.ca .

Yours sincerely,
