RE: Ontera's unused rate increase credits
On 21 August 2008, the Commission issued Approval mechanisms for retail and CLEC tariffs, Telecom Decision CRTC 2008-74, in which it forbore from approving certain retail telecommunications service tariff filings (Group A filings) and streamlined the approval mechanism for other retail tariff filings (Group B filings), effective 6 October 2008.
On 19 December 2008, Commission staff issued a letter to clarify the procedures applicable to Group A and Group B filings. As indicated in that letter, small incumbent local exchange carriers who submit Group A filings proposing rate changes to first and second basket services are required to include their table of unused rate increase credits demonstrating compliance with the price regulation framework set out in Revised regulatory framework for the small incumbent local exchange carriers, Telecom Decision CRTC 2006-14, 29 March 2006.
To assist you with the preparation of such filings, please find enclosed your table of unused rate increase credits updated as of 1 January 2009.
