Re:   Review of the Internet traffic management practices of Internet service providers

 

Pursuant to the procedures set out at paragraphs 14 and 21 in Review of the Internet traffic management practices of Internet service providers, Telecom Public Notice CRTC 2008-19, 20 November 2008 (Public Notice 2008-19), initial comments are to be filed with the Commission and served on all parties by 16 February 2009.

On 10 February 2009, the Commission received a request from the Public Interest Advocacy Centre (PIAC) seeking an extension to the 16 February 2009 date. In its request, PIAC stated that it would be unable to complete its initial comments within the time made available under the procedures set out in Public Notice CRTC 2008-19, due to the amount of time and resources required to analyze the interrogatory responses. PIAC requested a 4 day extension for the filing of initial comments until 20 February 2009 .

The Commission received letters in support of PIAC's request from Goodmans LLP (Goodmans), Canadian Internet Policy and Public Interest Clinic (CIPPIC) and the Canadian Film & Television Production Association (CFTPA) dated 10 February 2009, as well as from the Canadian Association of Internet Providers (CAIP) dated 11 February 2009. CFTPA, supported by CAIP, requested that the filing date be further extended to 23 February 2009 .

On review of the request by PIAC and the subsequent letters of support from Goodmans, CIPPIC, CFTPA and CAIP, Commission staff considers the request for an extension to the 16 February 2009 initial comments date to be reasonable.

Consequently, the procedural dates set out in paragraphs 14 and 21 respectively of Public Notice 2008-19 are revised as follows:

14. Members of the public who wish merely to file written comments in this proceeding, without receiving copies of the various submissions, may do so by filing such comments with the Commission by 23 February 2009 at the address or fax number noted above, or by filling out the online form.

21. All parties may file with the Commission, serving a copy on all other parties, initial comments by 23 February 2009 . Initial comments should address the issues set out above, as well as the responses to the above-noted interrogatories.
