Re: TCC’s application seeking an order to direct the ILECs to file new costs, terms and conditions for support structure service: request for cost information
On 30 October 2008, the Commission received an application from TELUS Communications Company (TCC), requesting that: (1) incumbent local exchange carriers (ILECs) be directed to file updated support structure cost studies in order to establish revised support structure service rates, terms and conditions, and (2) current ILEC support structure service rates be made interim with final rates to be adjusted retroactively.
It is noted that Bell Aliant Regional Communications, Limited Partnership (Bell Aliant), Bell Canada, MTS Allstream Inc. (MTS Allstream) and Télébec, Limited Partnership (Télébec) agree with TCC that the current support structure rates should be reviewed, that cost studies be filed and that, except for MTS Allstream, the rates be made interim. It is further noted that the cable carriers that participated in this proceeding opposed the review of rates for support structures submitting that the current support structure rates are capped, that TCC’s application amounts to a request to review and vary Revised regulatory framework for wholesale services and definition of essential service, Telecom Decision CRTC 2008-17, 3 March 2008, and that the application fails to demonstrate that there is substantial doubt as to the correctness of that Decision.
In order to assist the Commission to make determinations on the various issues raised in the proceeding initiated by TCC’s Part VII application, including the issues raised by the cable carriers, TCC, Bell Aliant, Bell Canada, MTS Allstream and Télébec are each requested to provide support structure cost studies, as well as, responses to the attached interrogatories, serving a copy on all other parties, by 1 April 2009. The above material must be actually received by the above date.

1. a) For each of the poles, strand (per 30 metres, or equivalent) and conduit (per 30 metres, or equivalent) support structure services, provide the prospective incremental cost and the associated embedded cost, expressed on a per unit basis.
b) Provide the methodology used in calculating the per unit embedded costs provided in a) above.
c) For each of the poles, strand (per 30 metres, or equivalent) and conduit (per 30 metres, or equivalent) support structure services, provide a comparison of the incremental and embedded per unit costs provided in response to part a) above with those provided in the proceeding leading to Access to Telephone Company Support Structures, Telecom Decision CRTC 95-13, 22 June 1995.
For Télébec
