RE: Public Works and Government Services Canada Application for a Commission Decision pursuant to Section 27 of the Telecommunications Act regarding telecommunications services provided by Bell Canada - Interrogatories
On 10 November 2008, the Commission received an application by Public Works and Government Services Canada (PWGSC) for a Commission determination in relation to the continued delivery of certain services currently provided by Bell Canada pursuant to a customer specific arrangement ( CSA ) that was to expire on 15 December 2008. PWGSC requested, among other things, that the Commission make a determination relating to Bell Canada 's compliance with section 27 of the Telecommunications Act (the Act).
Attached to this letter are interrogatories. PWGSC and Bell Canada are each to file responses to interrogatory 1. Bell Canada only is to respond to interrogatories 2, 3, 4 and 5. PWGSC and Bell Canada are to serve a copy of their responses on each other and TCC, MTS Allstream, Rogers Communications Inc. and the Coalition, by 1 :00 pm EST on 21 January 2009.
Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Attachment
1) For each of the following options, provide the estimated monthly revenues for each of the next 12 months assuming PWGSC's existing transition schedule:
a. PWGSC's proposal where Digital Voice Access Control Systems (DVACs) service is provided under a separate contract for a period of two years and all other required services (both tariffed and forborne) are provided as per the existing CSA (i.e. month-to-month service rates with no minimum revenue guarantee applied). Monthly revenues for the DVACs services should be identified separately from the revenues for all other required services.
b. All required services (i.e. DVACs and all other required services) are provided as per the current CSA (i.e. month-to-month service rates with no minimum revenue guarantee applied).
2) With reference to the monthly revenue for the forborne services provided in response to Bell Canada (CRTC)19Dec08-2 PWGSC, provide a breakdown of this monthly revenues into the major forborne services. With respect to the forborne DPLS services, provide the associated total number of circuits, and identify the major circuit cross-sections provided. In the event that the number of forborne services required in the CSA is reduced, explain if the monthly revenues would change; if so explain how the monthly revenues would be adjusted for the changes in demand (by service component).
3) With reference to the regulated DNA/PLS monthly revenues provided in response to Bell Canada (CRTC)19Dec08-2 PWGSC, provide a breakdown of this monthly revenues into DNA and PLS. With respect to DNA services, for each transmission speed, provide the associated total number of circuits, and the proposed rates with supporting rationale. With respect to the regulated PLS, provide the associated total number of circuits.
4) With reference to the Specialized Alarm Connectivity cost study provided in response to Bell Canada (CRTC)19Dec08-3 TN895,
a. For each cost component identified in the Other cost category of Table 5 that is a shared cost between the Premium Service Plan and the Specialized Alarm Connectivity, provide the company's associated derivation with supporting assumptions (e.g. attribution ratios) and rationale.
b. If Bell Canada were to offer the Specialized Alarm Connectivity service on a stand-alone basis, provide the proposed rate.
5) With reference to the demand for Service Delivery Areas (SDA) associated with the December 2008 billing amounts provided in response to Bell Canada (CRTC)19Dec08-1 PWGSC, provide the associated SDA demand estimates broken down into the four categories: Large, Medium, Small and Basic. Further, provide revised demand SDA estimates assuming that the Specialized Alarm Connectivity was unbundled from the current interim CSA and provided under a separate tariff, if any.
