Dear Ms. Rathwell:

Please find enclosed a copy of a letter to the Commission from the Canadian Association of Community Television Users and Stations (CACTUS), dated 17 November 2009. In this letter, CACTUS requests that the Commission direct cable licensees to broadcast a notice on their community channel(s) to notify community residents of the public hearing that will take place to review the community television policy framework and of how they may intervene.

Under the CRTC Rules of Procedure, the Commission requires licensees to broadcast over their own facilities information relating to a public hearing in respect of an application filed by these licensees. It does not require that licensees broadcast similar notices regarding policy proceedings.

Given that informing subscribers of the Commission’s community television policy review would provide a beneficial public service, we are forwarding CACTUS’ request to you for your consideration.

Sincerely,

Scott Hutton,

Executive Director
