Dear Ms. Edwards and Ms. Jackson:

I am writing to you in response to your respective letters of 29 October 2009 and 17 November 2009. In your letters you request that the Commission issue an amendment to Broadcasting Notice of Consultation CRTC 2009-661 to require cable licensees to broadcast a notice on their community channel(s) to notify community residents of the hearing that will take place to review the community television policy framework and of how they may intervene.

Under the CRTC Rules of Procedure, the Commission requires licensees such as radio or television stations to broadcast over their own facilities information relating to a public hearing in respect of an application filed by these licensees or in relation to these licensees. It does not require that cable undertakings broadcast similar notices on their community channels notices regarding policy proceedings.

Informing community residents of the Commission’s community television policy framework review would provide a beneficial public service. As such, we will forward your request to the cable licensees for their consideration, and suggest that you follow up with them.

Sincerely,

Original signed by Michel Arpin
