  Application by TVA Group Inc. to amend the licence of its French-language Category 2 national specialty programming undertaking known as Prise 2 (previously known as Nostalgie).
  The licensee proposes to amend its condition of licence by adding categories 2(b) and 6(a) as set out in Schedule I of the Specialty Services Regulations, 1990, as amended from time to time.
  The licensee confirms that a maximum of 10% of all programming broadcast during the broadcast month shall be drawn from these new categories.
  The licensee states that this amendment is pursuant to Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services, Broadcasting Public Notice CRTC 2008-100, 30 October 2008.
  Also, the licensee proposes replacement of its condition of licence with regard to copyright restrictions, which reads as follows:
 

All programs drawn from categories 7, 8 and 9 broadcast by the licensee must have copyright protection issued at least 15 years prior to the broadcast year in which they are broadcast. Programs from category 7(d), must have copyright protection issued at least 25 years prior to the year of broadcast; with the exception of Canadian programs from that category, which must have copyright protection issued at least 15 years prior to the year of broadcast.

  In response to a question from the Commission, the licensee states that it has become difficult to find content that satisfies this condition of licence.
  The licensee also proposes a reduction of its Canadian-content obligations from 35% to 30%, contrary to the requirements set out in Introductory statement – Licensing of new digital pay and specialty servicesCorrected Appendix 2, Public Notice CRTC 2000-171-1, 6 March 2001.
  In response to a question from the Commission, the licensee states that equity with other programming services, such as the similar niche service Séries+, is the reason for the above request.

  Interventions that will be considered by the Commission, and will form part of the public record of the proceeding without further notification to intervening parties, provided the procedure set out below has been followed. Parties will be contacted only if their submissions raise procedural questions.

  A true copy must be sent to the applicant, and proof that this has been done must accompany the intervention sent to the Commission.
  The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.
  Parties must ensure, before initiating service through electronic mode, that they will be able to satisfy the Commission, upon request, that service of the notification was completed.
  Where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.
  Each paragraph of the document should be numbered.
