  Application by Société de communication Ikito Pikogan ltée relating to the licence of the native Type B radio programming undertaking CKAG-FM Pikogan, Quebec.
  The licensee proposes to change the authorized contours of CKAG-FM by increasing the effective radiated power from 50 watts to 3,738 watts (non-directional antenna with an effective height of antenna above average terrain of 38.43 metres) and by relocating the antenna to another site.
  The licensee indicated that changing the effective radiated power, the antenna location and its height will allow members of the Abitibiwinni First Nation living outside the area presently covered, to receive CKAG-FM's programming.

  Application by My Broadcasting Corporation (MBC), on behalf of 2079966 Ontario Inc. (2079966), seeking authority to effect a change in effective control of 2079966, pursuant to section 11(4)(a) of the Radio Regulations, 1986.
  2079966 is the licensee of radio station CIYN-FM Kincardine and its transmitter in Goderich. The Commission authorized the FM radio station in Kincardine with transmitters in Goderich and Port Elgin in Broadcasting Decision CRTC 2005-68.
  Since the licensee did not meet the requirement to implement the transmitters authorized in Broadcasting Decision CRTC 2005-68; that is, the transmitters were not implemented within the established time frame and the licensee did not request an extension to that time frame, the authorization granted for the operation of the transmitters became null and void.
  Subsequently, the licensee filed a new application to operate a transmitter in Goderich. That application was approved in Broadcasting Decision CRTC 2008-68.
  The applicant also filed a separate application (2008-1594-6) seeking an amendment to broadcasting licence for CIYN-FM Kincardine. In that application, the licensee proposes to add a transmitter in Port Elgin operating at 90.9 MHz (channel 215B) with an effective radiated power of 3,100 watts.
  2079966 is owned by Mr. Brian Cooper (35.05% of voting interest), Mr. Daniel McCarthy (35.05% of voting interest) and The Haliburton Broadcasting Group Inc. (Haliburton) (29.9% of voting interest). The proposed transaction will be effected through the transfer of all the issued and outstanding shares of 2079966 to MBC. As a result, effective control of 2079966 would be exercised by MBC, a corporation jointly controlled by Mr. John Pole and Mr. Andrew Dickson.
  The share purchase price, based on the terms of the purchase agreement, reflects two values, one considering the Port Elgin transmitter of $1,125,000 and one without the Port Elgin transmitter of $1,000,000. This value is subject to the Commission's determination.
  The applicant is seeking an exemption from the tangible benefits requirements set out in Broadcasting Public Notice CRTC 2006-158 on the basis of the financial situation of the Kincardine station and the current level of Canadian content development commitments already in place, by condition of licence, for CIYN-FM Kincardine.
  The Commission invites comments on the proposed transaction.
