CRTC Interconnection Steering Committee – Consensus items

1.

On 13 March 2009, the Canadian Steering Committee on Numbering (CSCN) of the CRTC Interconnection Steering Committee (CISC) submitted the following consensus reports and guidelines to the CISC Steering Committee for Commission approval:
 
  • CSCN – TIF Report 77 re: TIF 75 CSCN Guidelines Review – Canadian NPA Relief Planning Guideline, version 3.0, 26 February 2009 (CNRE077A).
 
  • CSCN – TIF Report 78 re: TIF 80 Exhaust of Canadian Emergency Service Routing Digit (ESRD) Resources - Block Assignment Guideline, version 3.0, 25 February 2009 (CNRE078A).

The consensus reports and the guidelines are available on the Commission's website at www.crtc.gc.ca.

The Commission has reviewed and approves the above-noted consensus reports and guidelines with the following modifications:
 

Canadian NPA Relief Planning Guideline

 

Paragraph 4.6 h) should be added  as follows:

 

"The RPC shall include in the PD the pertinent comments of interested parties related to the recommended relief measure or other relief measures considered by the RPC in its deliberations."

 

Paragraph 4.7 should be replaced with the following:

 

"… TSPs and customers with the opportunity to add the subsequent relief NPA Code(s) into systems and tables at the same time as adding any relief NPA Codes required for the immediate NPA relief. If approved by the CRTC, such NPA Code(s) shall be reserved by the NANPA and the NANPA website shall be updated to show the location for which the NPA Code has been reserved."

 

Paragraph 4.8 b) should be replaced with the following:

 

"If a Numbering Plan Area is served by two or more NPA Codes (i.e. overlays), and/or mandatory 10-digit local dialling is in place in that Numbering Plan Area all Relief Options shall be open to consideration but the recommended Relief Option for that NPA shall generally be limited to those options that limit disruption to customers."

 

Paragraph 4.19 should be replaced with the following:

 

"… To accommodate this, the CSCN before an RPC is formed or an RPC during relief planning, recommend relief planning and implementation steps that are different from those specified in this Guideline. Such recommendations shall require CRTC approval before they are adopted…"

 

Paragraph 6.1.3 should be replaced with the following:

 

"… The CNA shall provide status reports regarding the status of CO Codes and reclamations if requested by CRTC staff or the RPC."

 

Paragraph 6.1.9 should be replaced with the following:

 

"Working with the RPC to develop a Jeopardy Condition Plan (JCP) to be approved by the CRTC, for use if a Jeopardy Condition is declared."

 

Paragraph 6.1.12 should be replaced with the following:

 

"Where the RPC has identified specific NPA Code(s) for subsequent phases of relief or reliefs, be set aside for potential future specific use and the CRTC issues a Decision or Order directing that a specific NPA Code be reserved for future relief of a specific Canadian NPA(s), the CNA shall notify NANPA of the Decision or Order and advise the CRTC, CSCN and RPC(s) that this notification has been done."

 

Paragraph 6.1.13 should be replaced with the following:

 

"Submitting the PD to the CRTC for approval via the CISC process. If consensus is not reached on one recommended relief option in the PD, the CNA in its role as Chair of the RPC shall submit the PD including the alternative non-consensus options, or shall follow the Task Impasse or Dispute Resolution process described in the CISC Administrative Guidelines."

 

Paragraph 6.2.1 d) should be replaced with the following:

 

"Participate in developing a JCP to be approved by the CRTC, for use if a Jeopardy Condition is declared."

 

Paragraph 6.3 f) should be replaced with the following:

 

"Monitor relief implementation and take whatever action may be necessary to implement relief in accordance with this Guideline and CRTC Decisions or Orders; and"

 

Canadian Emergency Service Routing Digit (ESRD) Resources – Block Assignment Guideline

 

Paragraph 8.1.1 should be replaced with the following:

 

"The ESRD Block Administrator will notify the CSCN and CRTC staff when 30 ESRD Blocks remain for assignment and based on the current assignment rate will provide a projection when the ESRD Blocks will exhaust."

 

Paragraph 8.1.3 should be replaced with the following:

 

"The ESRD Block Administrator may request all ESRD Block Holders to provide ESRD number utilization information to the ESRD Block Administrator to assist the ESRD Block Administrator in more precisely assessing the exhaust situation."
