Application No. 2008-0565-8 |
Application by Quebecor Media inc. on behalf of TVA Groupe Inc. for suspension of the conditions of licence respecting cross-media ownership issues in order to comply with the Canadian Broadcast Standards Council's (CBSC) Journalistic Independence Code, which was approved in Broadcasting Public Notice 2008-95, 20 October 2008 (PN 2008-95). |
In Licence renewals for the French-language national television network TVA and for the French-language television programming undertaking CFTM-TV Montréal, Decision CRTC 2001-385, 5 July 2001, the Commission imposed by condition of licence, a code of professional conduct upon the licensee. The code, outlined in Appendix V of Transfer of effective control of TVA to Quebecor Média inc., Decision CRTC 2001-384, 5 July 2001, ensured the independence and separation of newsrooms of their television services and affiliated newspapers. |
In these decisions, the Commission also stated that it would be prepared to consider suspending the conditions of licence, if the licensee, as a member in good standing with the CBSC, enters into an agreement with the CBSC, resulting in the licensee complying with an industry-wide code of professional conduct approved by the Commission. |
As a result of PN 2008-95, the applicant proposes to suspend the following conditions of licence: |
2. The licensee shall adhere to the code of professional conduct it has established, and which the Commission approved in this decision, to ensure the independence and separation of the newsrooms. Any amendment to the code must be approved by the Commission.
3. The licensee shall maintain a monitoring committee to review any complaints relating to the independence and separation of the newsrooms. Any amendment to the mandate or operation of this committee must be approved by the Commission.

Application by Quebecor Media Inc. on behalf of Sun TV Company Inc. (Sun TV) for suspension of the conditions of licence respecting cross-media ownership issues in order to comply with the Canadian Broadcast Standards Council's (CBSC) Journalistic Independence Code, which was approved in Broadcasting Public Notice 2008-95, 20 October 2008. |
The licensee notes that in Transfer of effective control of Toronto One to TVA Group Inc. and Sun Media Corporation, Broadcasting Decision CRTC 2004-503, 19 November 2004, when the Sun Media Corporation acquired CKXT-TV Toronto, the Commission set out and imposed a condition of licence requiring the station to abide by a Statement of Principles and Practices to ensure editorial independence between the Toronto Sun and Sun TV. |
In this decision, the Commission also stated that it would be prepared to consider suspending the condition of licence if the licensee, as a member in good standing with the CBSC, enters into an agreement with the CBSC, resulting in Sun TV complying with an industry-wide code of professional conduct approved by the Commission. |

Application No. 2008-1194-4 |
Application by the Canadian Broadcasting Corporation (CBC) for the revocation of the licence of the radiocommunication distribution undertaking CBCB-TV-2 serving Fort Fraser. |
The undertaking was distributing the programs of CKPG-TV Prince George, whose affiliation with CBC television ended on 31 August 2008 as a result of Broadcasting Decision CRTC 2008-49. |
The CBC stated it will not acquire new reception equipment to continue to serve this area because the vast majority of viewers receive their television signals by cable or direct-to-home, therefore, CBC does not consider it an efficient use of scarce resources. |
