  Application by Harvard Broadcasting Inc. (Harvard) to amend the licence of the commercial English-language radio programming undertaking CFWD-FM Saskatoon, Saskatchewan.
  Harvard proposes to amend the licence by changing the frequency from 92.3 MHz (channel 222C1) to 96.3 MHz (channel 242C1).
  Harvard also proposes to change the authorized contours by decreasing the effective radiated power from 100,000 watts to 96,000 watts (non-directional antenna/effective antenna height 179.1 metres).
  Harvard advises that the proposed changes to its authorized technical parameters approved in Decision CRTC 2007-155, 28 May 2007, will serve as a pre-emptive action to avoid potential 3rd adjacency interference in Saskatoon.
  In addition, Harvard refers to Industry Canada's consideration of new rules that would require stations using 3rd adjacent frequencies to be co-sited or near co-sited. Accordingly, the licensee anticipates that its current site location of CFWD-FM might not meet the new 3 rd adjacent rules.
