  The present application is filed in response to Decision CRTC 2007-95 in which the Commission stated that it would only issue a licence to Carl Gilbert (OBCI) if it submitted an application proposing the use of another FM frequency that is acceptable to both the Commission and the Department of Industry.

  Application by the Canadian Broadcasting Corporation (CBC) to amend the licence of the radio programming undertaking CBF-FM Montréal.
  The licensee proposes to add an FM transmitter at Saint-Donat to broadcast its programming service known as La Première Chaîne originating from CBF-FM Montréal in order to serve the population of Saint-Donat.
  The transmitter would operate on frequency 89.7 MHz (channel 209B) with an average effective radiated power of 5,460 watts (maximum effective radiated power 11,600 watts/effective antenna height of 242.5 metres).
  The CBC advises that the addition of this transmitter will improve the service of La Première Chaîne in the region south-east of Mont Tremblant Park, in particular the municipality of Saint-Donat.

  Application by The National Broadcast Reading Service Inc., on behalf of a corporation to be incorporated, to amend the licence of the national English-language satellite-to-cable described video (DV) programming undertaking known as The Accessible Channel ("TAC").
  The licensee proposes to replace the condition of licence limiting it to 12 minutes of advertising per clock hour with a condition limiting it to 15 minutes of advertising per hour.
  The licensee argues that this amendment will maximize its opportunities to simulcast described video (DV) programming by allowing it to distribute programming from broadcasters with higher advertising limits, while remaining consistent with changes to the advertising limits for over-the-air (OTA) broadcasters as outlined in (Determinations regarding certain aspects of the regulatory framework for over-the-air television), Public Notice CRTC 2007-53, 17 May 2007.
  The licensee further requests that time restrictions be eliminated altogether as of 1 September 2009, if the Commission eliminates them for OTA broadcasters on that date.
