  Application by Country Music Television Ltd. to amend the licence of the national specialty television programming undertaking known as Country Music Television (CMT).
  The licensee proposes to amend the following five (5) conditions of licence (COL):
 

COL #1 (a), by adding the following program categories:  

 

Category 7e) Animated television programs and films (excludes computer graphic productions without story lines); and

 

Category 7f ) Programs of comedy sketches, improvisations, unscripted works, stand-up comedy.

 

COL # 1 (c) by increasing the amount of programming that may be drawn from Category 7 (Drama and Comedy), from 14 hours to:

 

1 (c) No more than 15% (18.9 hours) of the programming broadcast during the broadcast week shall be drawn from Category 7.

 

COL # 1 (d) by removing the first part of this condition to read as follows:

 

No feature films (Category 7d) may be broadcast except those in which:

 

(i) a country music artist is the key subject of the film;

 

(ii) a country music artist is cast in a key performing role.

 

COL# 2(a) by replacing the section which refers to the definition of Canadian music videos stipulated in PN 2000-4, and replacing it with the MAPL criteria system as set out in PN 2006-158 which is currently applied to radio stations only (also in the Radio Regulations, 1986).

 

To replace COL # 5 (a) relating to the spending requirements on Canadian talent with the following condition:

 

The licensee shall, in each year of the licence term, allocate not less than 22% of the previous year's gross revenue for investment in Canadian video and program production, through CMT's Video Advantage Program (VAP), to be allocated as follows:

 

a) A minimum of 8% of the previous year's gross revenue shall be allocated to develop and produce Canadian country music videos;

 

b) Up to 14% of the previous year's gross revenue shall be allocated to develop and create program content featuring Canadian country music artists, to be acquired from Canadian independent producers;

 

c) Together with its Annual Return, the licensee shall file a list of the contributions for each year, setting out how the contributions were directed.

  The licensee stated the approval of this application will allow them to adapt to the changing environment and to viewer demands.

  Application by 591991 B.C. Ltd., a subsidiary of Corus Entertainment Inc. to amend the licence of the French-language commercial  radio programming undertaking CHLT-FM Sherbrooke, Quebec.
  The licensee proposes to amend the licence by changing the frequency from 102.1 MHz (channel 271B) to 107.7 MHz (channel 299C1).
  The licensee also proposes to change the authorized contours by increasing the average effective radiated power from 5,800 watts to 24,000 watts, by increasing the effective antenna height and by relocating the transmitter (maximum effective radiated power 50,000 watts/effective antenna height of 161.9 metres).
  The licensee notes that its signal is inadequate and wishes to improve its coverage in the Sherbrooke market and surrounding areas.

  Application by Larche Communications (Kitchener) Inc. relating to the licence of the English-language commercial radio programming undertaking CICX-FM Orillia, Ontario.
  The licensee proposes to change the authorized contours by decreasing the average effective radiated power from 43,000 watts to 10,600 watts, by increasing the effective antenna height and by relocating the antenna (maximum effective radiated power 20,000 watts/effective antenna height 214.3 metres).
  The licensee proposes to move the transmitter from its current location to a new site approximately 10 kilometres west. The proposed location is where the transmission facilities of its other radio station is located. The licensee indicated that this change of location of the CICX-FM transmitter would result in considerable cost savings and efficiencies.

Pukatawagan, Manitoba
Application No. 2008-0320-7
  Application by the Canadian Broadcasting Corporation (CBC) to amend the licence of the English-language radio programming undertaking CBWK-FM Thompson, Manitoba.
  The CBC proposes to convert its AM transmitter CBDS Pukatawagan, Manitoba to the FM band to broadcast the programming of its Radio One service originating from CBWK-FM Thompson, in order to serve the population of Pukatawagan.
  The transmitter would operate on frequency 102.5 MHz (channel 273A1) with an effective radiated power of 200 watts (non-directional antenna/effective antenna height of 24.6 metres).
  The CBC advises that the FM transmitter is intended to replace its existing AM transmitter CBDS and that recently the Mathias Colomb Cree National Chief and Council advised the CBC that the CBDS site is contaminated and they will proceed to decontaminate it by June 2008. The CBC indicates that the FM transmitter needs to be operational by this date.
  The CBC is also requesting to amend the licence of CBWK-FM Thompson by deleting the AM transmitter CBDS Pukatawagan.

  Application by the Canadian Broadcasting Corporation (CBC) to amend the licence of the television programming undertaking CBKST Saskatoon, Saskatchewan.
  The CBC proposes to delete the transmitters CBKST-12 Big River and CBKST-14 Tisdale, Saskatchewan.
  The CBC has informed the Commission that the above-noted transmitters are no longer required since viewers receive identical programming originating from the transmitters CBKST-3 Leoville and CBKST-11 Greenwater Lake, Saskatchewan.
