Applications processed pursuant to the streamlined procedure

  In this public notice, the Commission publishes a list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings, as well as applications for amendments or extensions of deadlines not requiring a public process, that it has processed during the period 1 November 2007 to 31 December 2007 pursuant to its streamlined procedure.

The Commission has a streamlined procedure for its consideration of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings, as well as applications for amendments or extensions of deadlines, not requiring a public process. Under this procedure, and on a case-by-case basis, the Commission may approve or deny such an application without first having issued a public notice provided that:
 

a) its examination of the application reveals the presence of no significant policy concern; and

 

b) the Commission is convinced that approval or denial would be consistent with its approvals or denials of previous applications.

2.

Where these two conditions are met, the Commission is generally satisfied that a process initiated by a public notice is not required in the public interest, and would unnecessarily delay implementation of the transaction contemplated or of other proposals by the applicant.

In the appendices to this public notice, the Commission publishes a list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings (Appendix 1), as well as applications for amendments or extensions of deadlines not requiring a public process (Appendix 2), that it has processed during the period 1 November 2007 to 31 December 2007 pursuant to its streamlined procedure.

APPROVED - Change in the effective control of Muskoka-Parry Sound Broadcasting Limited (Muskoka-Parry Sound), from Ian Byers to Christopher Grossman, through the transfer to Haliburton Broadcasting Group Inc., a corporation controlled by Mr. Grossman, of all the shares of Muskoka-Parry Sound. Muskoka-Parry Sound is the licensee of the radio programming undertaking CFBK-FM Huntsville, Ontario.

(CTVgm), through a corporate reorganization at the level of The Woodbridge Company Limited (Woodbridge) and its wholly-owned subsidiary 1565117 Ontario Limited (1565117), consisting of the transfer of Woodbridge's 23.59% interest in CTVgm to 1565117, holder of another 16.41% voting interest in CTVgm.
This transaction does not affect the total 40% voting interest of Woodbridge in CTVgm, or the effective control of CTVgm, which continues to be exercised by its board of directors. CTVgm owns, through its subsidiaries, various radio, television and specialty programming undertakings.

APPROVED - Corporate reorganization for estate planning, at the level of Rogers Communications Inc. (RCI).
This transaction does not affect the ultimate control of RCI, which continues to be exercised by Mr. Edward S. Rogers.
RCI owns, through subsidiaries, various radio and television programming undertakings, broadcasting distribution undertakings, and specialty, pay-per-view and video-on-demand services.
