Application by CTV Limited to amend the licence of the English-language commercial radio programming undertaking CKQM-FM Peterborough, Ontario. | ||
The licensee proposes to change the authorized contours by decreasing the average effective radiated power from 50,000 watts to 7,500 watts (non-directional antenna), by increasing the effective height above average terrain from 91.5 meters to 277.5 meters and by relocating the transmitter. | ||
The licensee advises that this amendment is to accommodate the technical parameters of the proposed frequency CKRU-FM Peterborough. In Broadcasting Decision CRTC 2008-98, 8 May 2008, the Commission approved, in part, an application by 591989 B.C. Ltd., a subsidiary of Corus Entertainment Inc. (Corus), to convert CKRU from the AM band to the FM Band, but required the licensee to amend its application to propose a new frequency other than the one it originally applied for. | ||
In Broadcasting Decision CRTC 2008-334, 1 December 2008, the Commission approved the application by Corus to operate a new English-language commercial FM radio station in Peterborough at 100.5 MHz (channel 263B1) with an average effective radiated power of 5,000 watts. | ||
The applicant explains that moving CKQM-FM's transmitter to the Corus site will accommodate Corus' use of its proposed frequency for CKRU-FM. | ||

Application by Trust Communications Ministries to amend the licence of the English-language specialty FM radio programming undertaking CJLF-FM Barrie. | ||
The licensee proposes to eliminate its current condition of licence that reads: | ||
The licensee shall broadcast not more than six minutes of commercial messages per hour during the periods 6:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., and a maximum average of four minutes of commercial messages per hour during the remaining hours of the broadcast day. |

The Commission notes that a monitoring of the station's programming has identified the broadcasting of commercial messages in excess of the current limits as set out in the licensee's condition of licence. | ||
In Broadcasting Decision CRTC 2008-78, 8 April 2008, the Commission denied a similar request by the applicant based on its station's non-compliance and the lack of compelling evidence for approval based upon economic needs. In the current application, the applicant stated that this amendment would allow the station to avoid any further non-compliance relating to the broadcasting of commercial messages, and to answer economic needs generated by the current recession and an increase of the station's overall expenses. | ||
