1. | Big White Mountain, British Columbia Application No. 2008-1536-8 |
|
Application by Astral Media Radio (Toronto) Inc. and 4382072 Canada Inc., partners in a general partnership carrying on business as Astral Media Radio G.P., relating to the broadcasting licence for the radio programming undertaking CILK-FM Kelowna.
The licensee proposes to amend the broadcasting licence for CILK-FM in order to change the authorized contours of its transmitter VF2329 (CILK-FM-1) Big White Mountain by changing the frequency from 103.9 MHz (channel 280LP) to 93.1 MHz (channel 226A) and by increasing the effective height of antenna above average terrain from 215 metres to 600.8 meters. All other technical parameters remain unchanged.
These amendments will change the class of VF2329 (CILK-FM-1) from a low-power unprotected transmitter to a Class A protected undertaking.
The licensee notes that this request was triggered by the recent approval of Vista Radio Ltd.'s (Vista's) application to operate its new FM radio station in Kelowna, British Columbia, at the 103.9 MHz frequency (channel 280C1) with an average effective radiated power of 5,200 watts (Use of frequency 103.9 MHz by the new station in Kelowna, Broadcasting Decision CRTC 2008-164, 7 August 2008).
The licensee also notes that Vista's new station will be co-channelled with VF2329 (CILK-FM-1) at 50 kilometres northwest, which is extremely short spaced, and that changing the frequency of VF2329 (CILK-FM-1) will minimize potential signal interference.
The Commission notes that the licensee plans to use the same transmitter, antenna and tower.
